Meeting Minutes
Monday, March 21, 2011 at 4:30 p.m.

Call To Order:
Jim Feiner, Housing Committee Chair, called the meeting to order at 4:32 pm.

        New Business:
Mr. Hodgkinson has been working for the town on the Middle Line Road project from the beginning stages and has prepared a packet that defines and outlines various scenarios regarding minimum rents and policy guidelines. Part of this packet includes an outline of the Draft Management Contract between DCRHA and the Town. Mr. Hodgkinson was on hand to walk the committee through the document and all the possible elements in terms of funding the project with rents; based on incomes from 0-60% AMI and from 70% to 100%. Based on the information provided to Mr. Hodgkinson from DCRHA, the average family income in most need on the island is just below the 60% AMI status. The Housing Committee will need to discuss and review these numbers, ultimately making a recommendation to the Selectmen as to base rent status for the rentals and address several policy questions. There was some continued discussion regarding the proposed fee from DCRHA and its property manager for maintaining these rental units 24 hours a day, 7 days a week, 365 days a year.
Several policy issues were discussed such as rental apartment smoking and pets; garbage policy; business equipment policy; noisome animals; road association; boats and trailers; Satellite dishes; propane. There had been discussion regarding whether or not CPA rental assistance funds would be used to offset rents and the Selectmen have said they would not use those funds for the rentals.

Mr. Feiner discussed an interesting scenario with the committee involving the property abutting the proposed Nab’s Corner affordable lots off South road. The lot is a four acre lot that is up for sale and Mr. Feiner proposed an interesting solution that would provide a Homesite lot and a market rate lot and open space, possibly a parking area for Land Bank access. The members present were very interested in the possibilities of this project. Mr. Feiner plans on speaking with the Planning Board next.

                
With no other new business to discuss, Mr. Feiner closed the meeting at 5:35 pm.
